a. Pre-endorsement Review (04/29/2024) The Mortgagee must complete a pre-endorsement review of the mortgage file to ensure all applicable documents as described in the Assembly of Case Binder for Electronic Submission are included in the endorsement submission. The Mortgagee must exercise due diligence in performing its pre-endorsement responsibilities. This review must be conducted by staff not involved in the originating, processing, or financial assessment of the HECM. The case binder must contain all documentation relied upon by the Mortgagee to justify its decision to approve the HECM.
