4. Disbursements Lenders must determine how to administer disbursements using the following methods: a. Structuring the loan for an open and revolving line of credit; b. Tiering the availability on an annual basis; or c. Administering the facility using a borrowing base certificate. For example, if the Lender anticipates a lower capital need in year one, the Lender may set a cap at the total amount the Borrower may draw for that period. The Lender may place additional controls over the disbursements and conditions, documented in the loan agreement. If the Borrower’s working capital need increases after an annual review, if the annual review supports a higher loan amount, Lenders may issue a new loan or request a loan increase (additional guaranty fees may be due, and the request for the loan increase must be made in accordance with the Servicing and Liquidation SOP 50 57).
